There are over 1000 Halachot of Tefillin which were all given to Moshe Rabbeinu at Mount Sinai, but the Oral Torah existed since the time of Adam HaRishon. The Written Torah was known since Creation as well, but it wasn't separated into words until HaShem told Moshe how to write the first Torah scroll.
