A Jew Shouldn't Forget | Parashat Ki Tavo

Rabbi Yaron Reuven brings a chiddush on Parashat Ki Tavo about something that seems impossible, but happens far too often. When a Jew would come to Jerusalem to bring the first fruits offering in this week's Parasha, he would have to declare "I have not violated Your mitzvot, nor I have not forgotten." How could anyone forget the mitzvot?
